Key Responsibilities

Coordinate and administer contract development.

Provide complex technical advice and support throughout the contract lifecycle, from conception to termination.

Coordinate the development of scopes of work for various contract services.

Conduct bid reviews, negotiations, verifications, and all contract-related activities.

Ensure compliance with guidelines, coordinate activities, and provide technical expertise to maintain conformity with corporate contracting policies and procedures.

Provide direction on contract actions, including administration, extension, renewal, and termination of contracts.

Assist proponents during emergencies, turnarounds, and major work activities.

Conduct Job-Ex (Job Execution) meetings and coordinate site visits.

Participate in the preparation of financial studies to establish the feasibility of contract services and evaluate alternatives.

Develop the scope of work for various contract services.

Prepare status reports for executive management.

Participate as the contract proponent representative on bid review teams, contributing to the development of the Company’s position on contract terms and negotiations.

Help prepare bid responses, negotiation offers, and counteroffers.

Prepare Company estimates or collaborate with estimating functions in estimate preparation.

Negotiate with contractors as part of a negotiating team.

Prepare responses and represent the company on Claim Review Panels.

Provide or assist in providing proponent representation in contract administration and offer financial and technical advice on contract clauses.

Help justify and recommend changes in contracting procedures or contract formats for management approval.

Perform periodic examinations of Contract Administration in the field to identify shortcomings or potential problems in administrative procedures or contract terms and conditions.

Requirements:

This role required candidate to permanently relocate at Dhahran, Saudi Arabia.

Bachelor’s degree in a Business or Engineering discipline.

Minimum of 5 years of experience in mega project contracting activities within the Oil & Gas Industry, with a preference for experience in the downstream sector (Refinery or Petrochemical).

Overall knowledge of contracting techniques.

High level of fluency in oral and written English.

Good knowledge of MS Word and PowerPoint.
