Strategic responsibilities

Assist in the execution of Markets’ strategic direction.

Support the Division in providing leadership for Markets with input into authorisation and supervision functions.

Pro-actively engage with ADGM, regional and international market participants and other stakeholders to keep up to date with market and industry developments

Operational responsibilities

Continuously improve Markets practices to ensure that ADGM takes a leading role in market infrastructure, virtual assets and related capital market developments.

Licence and supervise Recognised Investment Exchanges, Recognised Clearing Houses, MTFs and OTFs, Remote Bodies and Remote Members.

Keep up to date and advise Markets senior management on changes to the regulations and policy that will impact Markets’ functions.

Support the in terms of oversight of changes to policies and regulations within the team.

Build and manage relationships with senior markets-industry stakeholders.

Liaise with the ADGM Market Development team in the identification of target entities, and participate in early participant engagement.

Deliver additional tasks, or carry out any other duties, that may be delegated from Line Manager

Organisational responsibilities

Support in the development and administration of rules and supervisory processes for the regulation of Market Infrastructures, Remote Bodies and Remote Members.

Support in the administration of rules, policies and procedures governing the initial recognition, and ongoing supervision, of Market Infrastructures, Remote Bodies and Remote Members.

Information Security related

Understand, adopt, adhere and practice responsibilities or controls as per ADGM Information Security policy and as per best practices explained in the induction and awareness sessions.

Confidentiality, Integrity and availability of the ADGM Information shall be maintained at all times i.e. within as well as outside ADGM.

Education

Minimum Bachelor’s Degree

Work Experience:

Professionally qualified in one of the following disciplines; Law, Finance, Banking, Accounting, Economics, or related disciplines

Minimum 10 years of experience in the same field

Experience in supervising Exchanges, MTFs or Clearing Houses.

Comprehensive understanding of Securities and/or Derivatives markets (locally and internationally).

Understanding of virtual assets activities, and ADGM’s virtual asset regulatory framework.

Experience of leading the formulation, implementation of regulatory policies.

Strong internal and external stakeholder management skills

Demonstrate strong project management, planning, organisation and analytical skills

Fluent in business English

Desirable:

Experience in the operation and/or management of Exchanges, Clearing Houses or MTFs.

Knowledge of the FSRA Market Infrastructure Rulebook (MIR), Markets Rulebook (MKT) and Rules of Market Conduct (RMC).

Experience in dealing with international regulatory bodies
