Preparing the strategic plan, executive and operational plans, programs, projects, and annual performance indicators for the department, and following up on their implementation and improvement.
Developing policies, methodologies, training programs and procedures, and a performance management system for employees, in line with human resources policies and departmental needs.
Conduct benchmarking studies internally and externally to learn about best practices.
Preparing and implementing leadership skills development programs among employees to build leadership skills.
Study and analyze training needs in coordination with departments based on the Authority’s approved strategic objectives, performance evaluation results, and training needs at the individual and departmental levels.
Preparing the annual training and development plan in light of the results of the performance evaluation and in accordance with the strategic objectives of the Authority.
Preparing, managing and supervising the budget for the annual training plan and ensuring compliance with it.
Periodically reviewing training and development plans and reviewing the training materials provided so that they are compatible with career development paths.
Measuring the results of implementing training and development programs in line with the Authority’s needs.
Continuous follow-up with department and section managers to determine the effectiveness of implementing training plans.
Supervising the development of training materials for internal courses.
Preparing annual reports on the effectiveness of training and development programs by evaluating the training process according to the standards and indicators approved by the Authority and submitting them to senior management.
Work on planning, training and development of the Authority’s human resources and contribute to their nationalization within the framework of the Authority’s strategic policies and planning.
Develop and manage career development plans in coordination with department managers for all employees to enhance the career path and develop a system for the required training courses and specialized certificates.
Preparing and developing career succession plans and preparing and reviewing training programs for citizens to serve career succession plans.
Managing and supervising the annual performance evaluation process and ensuring the development of training plans, leadership qualification, and talent and knowledge management.
Manage, follow up and analyze the evaluation of individual performance plans and ensure compliance with Dubai Government requirements.
Implementing the policy and procedure of the job performance management system for the Authority’s employees in coordination with the organizational units and ensuring compliance with them.
Follow up on the implementation of the operational plan, measure its performance indicators, and submit reports on the achievements to senior management.
Supervising the application of the behavioral and technical competencies framework and working to link it to human resources activities: training and development, performance management.
Coordinating with training centers, institutes and training institutions to implement training courses for employees according to the approved training plan and budget.
Ensuring compliance with the procedures, policy and instructions of occupational safety and health and the environmental management system policy applied in the Authority.
Qualifications
Bachelor’s degree in Human Resources Management and at least 7 years of experience in the same field
